Dr. Jeff Tolmie grew up in the town of Tecumseh, Ontario. He pursued his Bachelor of Health Sciences degree from McMaster University, graduating with distinction in 2007. Inspired by his studies of the human visual system, he went on to earn his Doctor of Optometry degree from the University of Waterloo in 2011. Dr. Tolmie immediately began practicing full-scope optometry in Toronto, having a special interest in managing ocular disease and laser vision correction patients. In his time away from the clinic, he enjoys playing in his weekly softball and hockey games, and enjoys exploring the city of his beloved Maple Leafs and all it has to offer. He looks forward to caring for you and your family soon!
Dr. Richard Hsiung is a graduate from the University of Waterloo and University of British Columbia. Richard graduated in 1985 from Chemical Engineering and then completed his Doctor of Optometry degree in 1990. After graduation he decided to settle in Ontario instead of returning to his home province of British Columbia. He is currently a member of the Ontario Association of Optometrists, Niagara Society of Optometrists, BC Association of Optometrists and Canadian Association of Optometrists.
Dr. Hsiung worked two years at the Vision Institute of Canada prior to joining the practice in 1993. His professional interests include contact lenses and ocular health and nutrition.
His passion for food and travel has taken him across the globe. On summer days he can be found on Lake Ontario letting the wind fill his sails. He dearly misses his beloved companion, his beagle.

Dr. Rifat M. Jaffer earned her Bachelor of Science Degree from the University of Waterloo, Canada. She went on to receive her Doctor of Optometry Degree from the Waterloo School of Optometry. Dr. Jaffer has been honored by receiving the N.S.E.R.C. Clinical Research Award. Upon graduation, Dr. Jaffer interned at the Eye Foundation of Utah, which is a multi-specialty ocular disease clinic that treats diseases of the cornea, lens, retina and glaucoma. In addition, she has specialized training and experience in specialty custom prosthetic contact lens fitting and hard to fit contact lenses such as Toric, Multifocal, and Keratoconus in both soft and rigid gas permeable materials. She has also been involved in clinical investigational studies for CIBA and Allergan.
Dr. Winston Koo is a graduate of the University of Waterloo where he earned his Bachelor of Science (Hons) and Doctor of Optometry degrees. He holds a certificate in the management and treatment of ocular disease from Northeastern State University.
Dr. Koo established the Bay Street clinic in 1993. In 2008, he helped found FYidoctors which has now grown to become one of the country’s largest providers of eye care and eye wear.
Dr. Koo has served on numerous advisory boards and panels for the contact lens and laser eye surgery industries. He acts as a clinical consultant for several multinational pharmaceutical companies. His areas of interests include specialty contact lens fitting and the management of ocular disease. Dr. Koo is a member of Canadian Vision Care, a charitable organization providing volunteer eye care to the less fortunate.
In his time away from the clinic, he enjoys travel, golf and spicy food with his wife Monika. Dr. Koo looks forward to seeing you at either the new flagship in Commerce Court or the original College Park clinic.
